Ethics Committee on Animal Testing(CEEA) - Authorized body for projects evaluation

I

n the last two decades there has been growing interest in the protection of animals used in testing, for teaching and for other scientific purposes. As a result of this, , different legislative texts have been published with the purpose of regulating this practice on a regional, national and European level, implementing different measures, such as, the reduction in the number of animals used in testing, limiting pain and prolonged suffering of the animals used and promoting  the refinement of alternative methods. 

Additionally, in recent years, different institutions that have financed projects, and   with a view to ensuring the legislation is observed and promoting quality research,  have required that projects that involve animal testing have the authorization of the Ethics Committee. 

The University of  Castilla-La Mancha, aware of its duty and responsibility in this area set up the Ethics Committee  on  Animal Testing (CEEA) in 2002, with the purpose of providing an agile and effective response to these needs, and of assessing the research community  in  the different issues that may arise in the field of animal testing. 

 
As a result of publication of Royal Decree 53/2013, of the 1st of February,  which establishes the basic regulations for the protection of animals used in testing and for other scientific purposes, including teaching, this situation has changed, since those entrusted with giving authorization to the projects are the authorized bodies in each Autonomous Community. 

Therefore, from September 2013 the head of the project must present a document and/or request authorization of the project from the authorized body, which contains:

 

  • A descriptive report of the project.
  • A report from the CEEA.
  • An evaluation report on the project issued by an authorized body (OH) or failing this a copy of the evaluation request to this institution.
  • Depending on the type of project, it may be necessary to present a non-technical summary of it.

At this time, the UCLM has an Ethics Committee for animal testing,  the CEEA, which since December 2013 has been validated as an Authorized Institution(OH) for the Evaluation  of Projects in which animals are used (See Ruling), and is dependent on the Council for Agriculture. Responsibilities of the CEEA are:


  • To advise staff on matters related to animal welfare regarding their acquisition, accommodation, care and use.
  • To advise and promote application of the three "r´s" rule (reduction, replacement and refinement), and to keep the staff informed about the technological and scientific breakthroughs in the application of this requirement.
  • To promote training and qualifications for staff involved in the procedures (carer, technician, experimenter, head of design), in the technical and ethical aspects of  studies using animal testing.
  • To set and review the internal operating processes with respect to controlling, communicating and monitoring information related to animal welfare.
  • To advise on rehousing or adoption systems.
  • To draw up an ethics committee report to accompany the authorization request for the project.
  • By request of the authorized institution, to inform about contentious cases related to the ethical aspects of animal testing.

 

Responsibilities as Authorized Institution (OH): 

  • To assess the project that accompanies the  authorization request for the project.
  • Retrospective assessment of projects when these are necessary.

 

Transparency:

The University of Castilla-La Mancha, as of 9th of April 2018, has endorsed the “Transparency agreement regarding the use of scientific animal testing in Spain”.This agreement has been promoted by the Confederation of Scientific Companies in Spain (COSCE), with the collaboration of the European Animal Research Association (EARA) and was publically launched on 20th of September 2016.
